I'm glad to finally hear the explanation for that arrangement. And it makes perfect sense. Locally both Baltimore and DC stations can be picked up with a good antenna, so you could hit every channel on the air in those cities from 2-13 without a dead channel; north of here, in the the Philadelphia market you could go 3-12 without a dead channel (counting 8 in Lancaster). Replace the dead VHF strips with ones for local UHF stations and you have a very neat arrangement.
