mid 70's sylvania with damper bars

it looks like a tube set with a bad damper tube, vertical bars that diminish from the left to the right, mostly the 1st 1/3 of the screen. Not really noticable unless the screen is very dark. There is a separate damping diode in the horz out circuit. Do these go bad?
