Major Horizontal Pulling Issue on Pilot TV-37

Working on my second Pilot TV37 and running into major horiz pulling, aka “twerking”. The picture moves like a slow belly dancer All papers and electrolytics have been changed. Voltages read normal but I can’t locate the source of the interference, which I’m guessing could be a ground loop or AC getting into a cathode? There are no wave forms shown in the late 40’s Sams so that makes it more difficult.

Original video detector diode checks ok, by the way. Most out of tolerance resistors changed. All HV deflection caps changed to modern 7KV ones. Swapped out Horiz Osc and Amp tubes, no change.

The filter cap section is located underneath the HV cage. not certain this wouldn’t induce interference.
