anode wire arcs putting back on crt

i dont know but maybe i stumbled on a possible reason for low hv on this motorola. the set was off all night from the night befor so i took the chassis out again to check something and putting it back i go to put the anode wire back on and just getting close to it, it then arcs and with the crt plug out and the rec tube out and 6bk4 cap off and nothing touching anywhere near the anode wire it arcs.what could be making a ground to make this arc as i never seen this befor. the anode comes from the plastic cup which has the rec tube and a 1 ohm resistor and a small coil. if this resistor is a bleeder for the hv when its off then it did not bleed the hv from the crt over night. has anyone ever come across this?
