What is this Modification?

Look on the right side (viewed from rear) of the chassis, someone added a box with capacitors in it for what purpose? Ballast substitute, Filter replacement? ???

We have done this on some items where there is no room to mount the replacement caps under the chassis and absolutely original appearance is not needed...we use a radio shack mini-box with terminal strips and mount the individual caps that replace the can inside the box.
