Resistor question

I'm working on this RCA 2T51 that I picked up a few weeks ago.

There is a 1 meg carbon comp resistor between the 1B3 and the anode to the CRT.
It has increased in value and is now about 7 meg, this is causing a dim picture and arcing from the 1B3 socket pins to the metal ring that surrounds it.

Anyway, my question is, what do I use to replace it?
Does it have to be a "Special" resistor to handle the 12kv going through it or will any 1w carbon comp work?
