Don't know what's up with that type of design, it does look like an odd cap but it's a resistor. Seems like it's encapsulated within a capsule, maybe it was to identify a crtiticle resistor for a specific circuit. The one I mentioned I have didn't have the same colors but is the same but different color bands and marked as well.

Looks like a 5K ohm resistor.... Easy to finally settle this..... Take it out
and cut it open. Caps will have cap material inside, like foil, and resistors will have resistor stuff inside, like carbon, tree roots, coffee grinds, and possibly old Bazooka bubble gum..... .

I think these type of resistors are not made with carbon or other stuff that's typically put into a resistor I think this may be some sort of special duty chemical resistor.
