The drain voltage is zero and the gate to source voltage is only -3.37V which is just slightly above the maximum specified gate threshold voltage of that part. The FET is probably not fully enhanced due to insufficient gate to source voltage. I'd try to bias the gate to source to at least -4.5V to get the specified 87mohm Rdson. FETs will usually fail short, not open, so it's unlikely that the part is bad.
