For 21" and under monochrome around 1953 was the end of metal cone...Some of the jumbo 23-30" monochrome metal CRTs lasted a few years longer. Color CRTs the metal cone 21AXP22 came out in late 1954 and while dropped by RCA around 1958 was still put into Motorola 21CT2 sets upto 1963 when 6 years of limited production ended on those.

Going by picture I'll say 16" metal cone sets like that were pretty much 1949-1951 sets.
