Emerson 1030 Portable. Recapped with white raster.

I bought a emerson 1030 portable that looks as if it was built into some extra portable phonograph cabinets for $5 at a junk store. I replaced both the electrolytic and paper caps, and replaced the blown fuse on the chassis. After the chassis fuse was replaced the HV came right up, and i get a white raster made up of rolling horizontal lines. What section should i look for problems in. There is no audio either, so i take it would be a section common to both audio and video. Am i correct in this suspicion? Im attaching some photos and a video of the raster.
