Burnt resistor?

Well, I think I might have overlooked this the first time I removed the chassis from my ctc-16... What exactly would lead to the destruction of a resistor on pin 1 of the 6bk4 shunt regulator tube, it burned in two, from what I can make out it looks to be a 1000 ohm resistor, but cannot make out the tolerance... this is the fed +400 v supply.. Im in the midst of replacing all the lytics in the cans.. Do you guys know the exact for this reststor?
