Oscillodyne?

A friend of mine called me up last night, He found this in an antique shop in nashville and bought it on a whim. He figured I would know what it was because I know a little bit about vintage electronics. I have no clue what this is or even what its used for, I am hoping someone here will chime in cause im stumped. He emailed me some pics and Im going to his place this weekend to look at it, I could snap some more detailed pics then. The company name is Whitmanns (The chocolate company?) It definately takes tubes but I cant tell what from the pics since it came tubeless. nor does it have a schematic anywhere on it. Ill post what pics I have so you can take a gander:
