A traffic light loop tester instrument

Someone I know works for a government agency involved with traffic planning. And they cleaned out a room and he grabbed this specialized instrument. I think it is for testing the sensor loops used on traffic lights. And it turns out that the inductance of those loops is similar to loops used in AM radio sets.

The toroid is a test inductance I used to compare this instrument's inductance with other inductor measurement instruments I have.

Another instrument he grabbed was a BK precision 878 universal LCR meter. ANd it works fine too.
