Well the HV has failed.
Me and a college buddy were tweaking it and had it displaying picture quality to rival any tube or hybrid I own (even convinced me to successfully fix the inter-carrier audio buzz). I went up stairs to get the folks so they could see it and while doing so my buddy tweaked the brightness control and it went dark.... It had about 20KV of HV before and about 5.5-6KV afterwards. All the tubes test good and the voltages on the HO-Tube seem about right so I don't think that it is before the flyback....It still has a just barely perceivable raster that fills the screen so I think it might be the HV tripler. Any one have any ideas? This is the first set with a tripler I've worked on so I'm not completely sure how to troubleshoot it.
