? on testing a crt

I have a Sencore CR161 and trying to test a 21EAP4 from a Predicta. When I set the filament voltage to 2 it jumps all the way up to 3 on the voltmeter even with the fine adjust all the way down?? When set at 1 I'm not able to adjust it all the way up to the 2.34 that I need. Would it be OK to test at 3v or is that too high. Hope this made sense!
