That's typical of any C.R.T. that has sit unused for many years.. it usually takes about 15 miniutes of warmup time for it to come up to full emmission.

by the looks of the meter, that appears to be a strong healthy tube.
you may need to examine that "brightener" to make sure that it is not a 1:1 ratio isolation transformer. that tube may have had a intermittant fil to cathode short.
