Finally got this one sorted out. Careful examination under a magnifying glass led me to discover a 68 ohm resistor with a broken solder joint in the video section (horizontal positioning circuit). Re-flowing the solder fixed the flickering and shaking issues. I have it connected to my Zenith DTT900 tuner and it has a great picture now. Just wanted to update in case someone with the same issue stumbles across this thread in the future. Thanks again for the help guys.
