Verticle Line issues. (half collapse?)

Multiple issues with my stuff tonight. Here's something I'm sure some of you would know more about. I was messing with one of my tvs that has worked fine for a while. The verticle line adjustment has always been tricky and not perfect but worked. Suddenly the bottom of my screen was black and the parts of my image with flipped and overlayed on one another.

If I try to adjust the verticle line I can either have this, or a white line (like a collapse) but the image is still there but just mirrored top on the bottom with the white line in the center.

Could something in adjustment in verticle line knob be out of whack or is this just the beginning of a verticle line collapse and I need to replace the IC chip?

Any personal experience would be great! Just getting into this world of actually fixing some of my tvs and information is hard to find.
