Replace all the caps in the vertical section on the deflection boars via shotgun approach, they're all bad being 25+ years old. Follow the yellow & green wires from the deflection yoke and they will lead you to the vertical section, red & blue is horizontal. I've done many of these monitors and they all suffered from bad caps and solder joints.
