With no voltages on pins 1 & 2, you have to go back one stage and see what's going on.
Measure voltages at the tube, Check A19 connections, & resistance measurements.
Also since you had color at one point, have you checked the "plug & Socket #1"
to be sure there is no corrosion, or bad pin connections? Please post all
the voltages at V21, not just they are ok or anything like that......
How about voltages at V19 as well..... Also - this may be a long
shot, but just for fun, when you put yer meter on AC Volts
does it register anything on pins 1 & 2 of the V22 tube?
As in Pin 1 & Ground, & Pin 2 & Ground.....
