HV Shutdown Toshiba CX1467

Set turns on and I hear High Voltage. It then shuts down (I assume goes into protection) and HV is no more. If I try to turn on again right away, no HV. If I wait long enough, it tries to turn on again.

I am a bit at a loss as to what is wrong because there isn't any smoking components or burned components. I checked the HOR output transistor. and it looks okay by diode check.

I checked the tube socket and there are no shorts. The filament looks okay and has correct impedance.

Not sure where to start looking here as it shuts down pretty quickly and I'm not sure what or how to measure.
