What is this weird round 16" B&W tube on eBay?

I stumbled on this tube, which APPEARS to be a 90 or 110 degree round tube. What in Sam Hill; never seen one

. Foreign TV possibly? Base looks standard though, and British & European tubes of that era usually have a totally different base.
