Without seeing the schematic, I would say you can replace them with carbon resistors. But how do you know that they are bad? Usually just replacing paper caps and electrolytics in a radio of that era will get it going again. Are you sure they are resistors? There were some capacitors that sort of looked like resistors used back then, that are generally quite reliable and should not be replaced. Does the radio operate at present? Do you have a schematic?
