It definetly makes the most of the "upa" style of limited animation,I know JohnHubley was involved in many 1950's animated commercials,possibly this is one of his.
The animation house that did Jay Wards Rocky & Bullwinkle and TTV's "Underdog" and Tennesse Tuxedo" was Gamma productions and I know they did do a few tv commercials but this doesn't "feel" like their work.
Gamma also did some of the later episodes of "King Leonardo",the earlier being done by "tv spots" who likewise did tv commercials.
I think the last animation they did was for Total Televisions "The Beagles" featuring two singing dogs Tubby & Stringer who sounded like Dean Martin & Jerry Lewis but sang Beatle-esque.
