A lot of the wax left it a while ago

Very sorry to hear about that.
I had this happen to a CTC12 30+ years ago. I pulled off the rubber flyback jacket because it had started arcing. I coated the tire with GC's "corona dope", which is a brush-on red coating. It stopped the arcing and it seemed to run cooler. Still works
