ceramic disc like resistor

well the resistor just burns up so i think its another mistake on the part of the sams folder as not listing this resistor as a thermistor because it looks to me its right inline with the ac in so this would make it an inrush current limiter so the resistor wont work but rather burn up befor it can supply the circuit. has anyone heard of a big thermistor like this being 220 ohms cold 2 watt, because the resistor theory is out, it dont work,lol...
