Confirming the projector is a 16mm silent double sprocket projector. The small reel of film looks to be double sprocket silent film that will go through the projector should you get it in smooth working mechanical order. Keep in mind sound 16mm film has only 1 row of sprocket holes and will not go through that particular machine.

The bigger reel is super 8 with magnetic sound. Probably a digest version of a feature film (think: cutting a 2 hour feature down to about 20 minutes) They were popular in the 1970's. You would need a completely different projector to look at that one.

Long ago practically every film lab on the west coast used this business for transferring film to video. They are still in business and have a wealth of knowledge and equipment to transfer just about anything.
