Slow RF Tuner

I'm referring to the static sound, followed by a RF fuzzy picture, then the sound slowly fading in, and the picture finally clearing up.

It does it on all sources, including a VCR that may already have been on playing a tape, or live TV too. VHF or UHF.

And I have thought about AFT, because I could picture the tuner taking some time to actually fine tune when warming up, but AFT was turned off. Unless that circuit is still used even if you aren't using it to fine tune.
