all readings do vary, dark screen low hv set 1.64 high hv set 0.93 bright up screen hv low1.16 high hv set 0.20

all that seems correct.

and yet the HV varies from 23kv to 19kv based on brightness?

One last test, check the cathode current of the 6JE6 (or is it a 6DQ5) and check the screen and grid voltage of that tube as well. should be about 140v on the screen and -50v on the grid.
