Did you see the note under the Sams voltage chart that mentions the voltages on pins 1,5,6,7 are referenced from pin 7 of the AGC tube? EdKozk2 mentioned it in an earlier post. Earlier you mentioned you have -4.17v on the AGC line, which is really close to the specified -5v. Being that close I can't see how the AGC could not be working, there's no other place that -4.17 volts could be coming from. If you want to play with the AGC voltage, pull the AGC tube and substitute it with a -5v power supply voltage.
