I finally got the set positioned where I can get to it while in operation. There is low plate voltage on one side of the 6SL7 vertical output tube. I changed out both 6.8 M resistors that feed the plates But its still low.

I thought I had found the problem when I discovered an error in the SAM's schematic. R59 is marked 2.2 M on the schematic but 22 M in the parts list. The Motorola manual has it as 22 M also. I had changed out this resistor thinking it was way too high.
But after I replaced it with a 22 M no change. About 500 volts of peak voltage on pin 2 and only 80 volts on pin 5 of the 6SL7.
