If you have two complete images squeezed vertically, the vertical frequency is half the normal rate.

If you have only the lower half on top and the upper half on the bottom, it's a sync problem.

Thank you very much! Looks like I have a sync problem. I will take an in depth look into the first sync amp which is a 6SK7, the 6SH7 sync separator and the 6SN7 the second sync amp. As I recall there’s a few mica caps here and some high value resistors in the bias supply. It’s a very difficult area to work on so should keep me busy for some time!
