If I recall correctly, TV scan rates were different before the war. 441i/30 instead of today's NTSC 525i/30. Which means that he modified this set's scan circuits to accept NTSC rates so it could deal with "I love Lucy" videotapes. Not unreasonable, as most people would expect to see a viewable image on a "working" antique TV set. Not accurate, though.

It could have been modified in the 40's after the NTSC standard was put in place.

No mods necessary for it to work, though some very slight mods might make it work a little better such as alignment of the sound IF for best results with the AM detector for slope detection of the FM audio; also there's a few minor changes that can be made to the horizontal sweep section if the width is insufficient, however the range of the horizontal hold control should be ample enough to allow the set sync to NTSC.

Can you believe it? $3000 and the reserve has been met. The 12AP4 would nearly go for that much. If I didn't already have one I'd be bidding. It's a beauty.
