Thats the most unusual tube tester. I have heard of card-matic units before but never saw on in action.
Those little sheet metal things around the tube sockets were used to hold square tube shields in place. I also heard these were used to exclude use of metal-envelope tubes. Only smaller diameter base of glass tubes would fit, so Philco was giving RCA and GE the raspberries. These are found as late as 1938 models, I have been forced to remove a few based on what good tubes I had available. Im looking forward to part two, to see how bakelite blocks with caps (and sometimes resistors too) are handled. I have done more Philco repairs than on any other radio of this era.
