If the wavering is along the left and right side of the CRT and affects the width then that is 60Hz AC getting into the horizontal stage. It could be from bad or insufficient filtering caps, Heater-cathode leakage in a tube, or perhaps vertical stage leakage into the horizontal. It's O'scope time!

I agree Tom but have double checked all of the electrolytics, I replaced them all with new ones during the resto. I have replaced all of the tubes that would have any effect on it with NOS tubes one at a time with no improvement. The service literature does not provide any waveforms so I don't really know what a normal waveform should look like but I will check the power feeding the horizontal sub-chassis for ripple.
