it looks like from the way the back of the TV looks as far as where the antenna terminals go this could of been a UHF/VHF set but they opted for VHF only. Also considering that this thing has both speaker channels built into the cabinet I think this one might be a fully stereo unit (Stereo Turntable and Stereo FM, plus the other dead give away about this thing having built-in Stereo FM is the badge on the bottom of one of the lower right hand corner or the right speaker that says "Stereo FM Radio" on it.

All the Zenith sets had the antenna terminals this way. Before the UHF ruling came into effect, it depended where the set was sold.
They provided the holes where the terminals could be inserted.
Zenith was great at using UHF strips, where the set was sold, if the area had only one UHF channel.
The set was shipped from the factory, that way.

Interesting, I think someone on here posted a video on here (or else I saw it on youtube when I was randomly browsing through videos) that was basically a 20 minute TV Ad campaign from Zenith that showed how Zenith was supposed to be ahead of the game because of their use of the UHF Strips you're referring to and I believe the ad dated back to 1960 or so...
