high voltage and yoke

hi all just a bit curious about this motorola color set from 66 it works great and color is great but i was never able to figure out why the hv is low and when i got the set some of the bottom of picture was missing along with the left side was short and a bit twisted but was able to adjust all of it out and lower the bright for a good pic,adjustments are at there limits. working on this set i noticed upon turn on the outter edges in one area of the yoke winding would fizzle and little bits of glowing as it warmed up but went away when the hv came up i am wondering if this may indicate a slight short in the yoke preventing full hv and and messing up the twisted left side as well as the vert height. i had removed the yoke and cleaned where it was arcing and it didnt do any of it again.or could it have been some sort of static because it would show alittle smoke. the crt is grounded to the chassis. if the yoke has maybe only 1 winding shorted could this ruin the hv as well as the geometry of the picture on the left causing the pic to twist.
