PayPay now charging a fee for use of "Friends and Family"?

Hello everyone, I was trying to send some money to someone to compensate them for shipping costs for shipping me parts for repairing an old 1910s vintage Hunter Table Fan and I was trying to send the money using PayPal F & F and PayPal was trying to charge me a fee for that!

Does anyone on here know why PayPal would be trying to charge me a fee to use one of their money transfer features that isn't supposed to charge a fee?
