Does the "weaving" mean that long vertical lines on the screen have one or two bumps that slowly move up or down the line? That is a symptom of bad filter caps, so it is probably time to replace all the old electrolytics. Bad electrolytics can also cause the vertical sync problem. I am not sure about the service-switch issue, but it could be that a local vertical-rate signal is getting into the vertical amps past the service switch and causing a small amount of deflection. That "local vertical-rate signal" would, again, be caused by a bad electrolytic filter cap.
