Normally the regulator is at the mains wiring input, after fuse, diodes and big cap for filtering; then it follows to regulator. It drives an transformer or a inductor (if it is a SMPS; probably due to age of this TV). THe main regulator for sure will have a heatsink.
For testing it, is not advised to isolate them from load; most old SMPS explodes without load.
