Caps from china, but 100% feedback. Not promoting the other item, just showing it as an example. They're around, maybe even Radio Shack. White lines have been discussed a lot here -- you can probably keyword search for "stabilizer" or "Blanking" or maybe "Macrovision". The VBI that's broadcast today has a lot of junk in it (closed-captioning, for example) that our old TV's can't cope with. Start by filtering it out before troubleshooting the set. It might be working perfectly already.
