That looks exactly like the counter I remember seeing in a generator test bench I used to operate when I was stationed in Sicily, great find!

It sorta works. Occasionally some crazy numbers will popup then it goes back to the correct reading. It literally just counts up every time a pulse is applied to the input. There's a reset button that sets to back to all zeros.

I used to have a massive HP rack mount 8 digit nixie frequency and period counter that used all tubes. I think it could handle up to 100 kHz

Yes the AC power interlock on my set has a busted prong.
