Wega console stereo

I just took home this 1963 German Wega console stereo... it appears to be an USA-export model as the FM goes up to 108 and there are CD marks on the dial.

First: the chassis works great, but the coupling capacitors are quite difficult to replace as they're on a circuit board which looks brittle, one tube has +125mv to chassis ground on its control grid, the other has 64mv, is this acceptable?

Also the Dual 1007 record changer throws the arm on the label of the record instead of simply shutting off after the last record but sets down on the arm rest correctly when the "stop" button is depressed, i have relubed it but the problem is still there.
