I think you did what you could. What I have done is drill a small hole in the top of the case, which will be at 12 o'clock position when installed, and then injected auto transmission fluid with an animal hypodermic (farm and ranch stores). Then seal the hole with a dab of silicone. This has waked them up for me but not all will wake up.

Others have submerged the capsule in tranny oil in a small cup, then put the cup into a pan of water on the stove and warmed it below boiling. This would force any air out of the capsule around the shaft, etc. Then let the cup cool down slowly naturally with the capsule in it: as it cools, the air left inside contracts and pulls oil in with it.

Maybe look for cheap electric clocks to cannibalize at flea markets. If you post a picture of the capsule, somebody here may have one to send you.
