RCA mechanical or other? Can anyone identify this set?

Someone on a laserdisc collector group on facebook found this in an antique shop somewhere. He thinks it's a mechanical set. I can't find anything that looks like this in the early television museum gallery. Any ideas? These are the only two photos posted.
