I was able to figure out that this cap has a silver dot far left and identifies a molded paper cap and also it's rated +20 % and the other dot 1 and 2 tells the pf which I can't figure out, both brown colors indicates 1 for each and the multiplier is 1 million. This is where I get hung up. And yes it's a blue dot. I still cannot figure how to get the voltage either. Those colors are , blue , black red , above , brown , brown , silver .
