It can be a defect in the audio circuits of the set, excessive signal strength, or a consumer grade RF modulator putting out a signal that has audio interference. How do other tube era TVs handle your modulator?

All of the other TV's work fine with the modulator. When I took the Predicta into the house, I hooked up a DTV converter to it, using ch3 . My modulator uses ch10. The sound is perfect unless text is on the screen. The little logo text does not cause a problem, just the titles and stuff like that. I can adjust it to some degree with the fine tuning control but I can't get rid of it.

Also can be an IF alignment / sound alignment problem.

FWIW my predicta has the same issue. It can be ameliorated somewhat by adjusting the fine tuning. I have heard that a possible issue is that extreme changes in contrast create signals that are picked up by the audio section. Sorry, that is very vague. Worth googling the issue though.
