The trucks I saw this on had PTO abilities and being able to set the throttle at some speed above idle was needed for the PTO device being driven .

You just jogged my memory...around 1940 Ford cars had a dash mount throttle knob in addition to the gas pedal...The knobs only purpose was to serve as a form of primitive cruise control.
