since you have no alt way to feed in a tuner source. a start would be a new set of tuner tubes, if this has not been done already.
esp the mixer/osc Sams shows 2 diff tuners so you will have to look for what you have. That pic you posted looks like a very weak input signal that the TV can't lock on. as stated above, this can be because of Tuner and/or IF section.
