Zenith TV. Comes on but no picture

Hello, I am trying to use a hdmi converter with my Zenith TV. I have tried two now and still no picture. I'm thinking at this point something is off with the TV. I have no experience with this age of TV and hoping someone can point me in the right direction. I have googled a lot and found nothing until someone recommended video karma.

For some reason it will ot let me search the forum so if this has been covered I apologize.

Model looks like 21817LZ it is partially cut off so I am not 100% that is correct. I am trying to figure out how to resize the photos. I'll add a link to my Google drive. I tried to look for the rules again but couldn't find them. Hope this is allowed.

You were not clear on hdmi converter to what?
What does it convert the HDMI into, I have not ever seen one that outputs an RF signal that such a TV like this would need, so if this a hdmi converter to rca (composite ), it would then have to go into a proper RF modulator then to the VHF input of the set, is this how you had it?

Supposedly the modulator works as advised, but for what channel?
Yes, some possibility exists for a issue with the TV tuner/IF.
Is good to test the adapter box with any other TV having RF input (even a modern one, if it have VHF analog).
So we can focus on the TV

Exactly, such a device is not a good choice for testing/ debugging because they must be set in the right mode FIRST before you will see anything out of it, and before you know what mode it's in, you have no idea if it is the device or the TV at fault, so as pointed out, it's best to set it up with a known good TV, or use a known good RF source like a VCR or cable box or DVD via RF modulator first to test the tv.
